THE METRO PLAN IS SETTING THE DIRECTION FOR A TRANSPORTATION SYSTEM FOR THE NEXT 2 OR 3 DECADES. AMONG OTHER THINGS, FOCUSING ON ONE ALTERNATIVE MEANS THAT YOU WILL NOT PURSUE OTHER ALTERNATIVES.
IT IS NOT REASONABLE TO JUSTIFY A SYSTEM ON WHAT IT WILL DO FOR A FEW BLOCKS DOWNTOWN. A TRANSIT SYSTEM SHOULD BE COMPARED TO WHAT IT WILL DO FOR THE CITY. AS AN EXAMPLE, WE WILL USE A TRIP FROM FRY ROAD IN WEST HOUSTON TO 1 SHELL BUILDING IN DOWNTOWN HOUSTON FOR COMPARISON. THE PRIMARY DISADVANTAGE OF THE MEZZANINE TRANSIT SYSTEM IS THAT IT IS NOT WELL WORN 19TH CENTURY TECHNOLOGY. IT IS A NEW DESIGN. ON THE OTHER HAND, IF WE ARE GOING TO SOLVE 21ST CENTURY PROBLEMS, WE ARE GOING TO NEED NEW SOLUTIONS.
